  (which also lists the Commissioners) addressed to the Mayor of Richmond from the Secretary of the Royal Commission, expressing "the hope that the Richmond Town Council, on further consideration of the Municipal Act, may deem its provisions of more extended application than they apparently do at the present." [The Commissioners included Ferdinand von Mueller, Redmond Barry & William Degraves].
