affixed to New South Wales Intelligence Department letterhead to Government Printer suggesting adopting similar labels "...by this State advertising its resources...issued freely for correspondence outside the State...", toning around the labels. There is a subsequent reply "Supt, Engraver to give me sketches" but nothing came of the proposal.
