SOLICITING EXHIBITS: 1879 OHMS cover with 'Commissioners for the Melbourne International Exhibition 1880'
imprint at lower-left & 'PRINTED MATTER ONLY' at upper-left, to the Netherlands with Chief Secretary Frank h/s in blue & superb strike of Melbourne duplex of JA14/79 (with rare timecode 'B'), 'AMSTERDAM/1/MRT/79/11-12V' arrival b/s, opened at both ends strongly suggesting use as a wrapper, a couple of minor repaired tears. A very scarce destination from Australia.
Notes:

The franking privilege was given to the Commissioners from July 1878. This is the earliest recorded usage: see Stieg & Watson at page 46. Postage on overseas franked mail was not required until 1888.
