Notes:[The writer, a lawyer, states 'The place is glutted with any thing at the moment that is unsaleable...Money & labour is very much wanted & the Government as if purposely to retard the development of the Colony have stopped the assignment of Convicts & withdrawn their Specie from the Banks & consequently from the public at the very time it was most needed...'] Convicts represented a chief source of labour for the free settlers. However, on 8/10/1839, the government announced that the assignment of convicts was to end & '...the Settlers must be prepared for the immediate diminution of Assignment, and the speedy discontinuance of it altogether'
